| El propósito de este texto es analizar las propuestas de reforma institucional que los partidos y el gobierno están proponiendo con el fin de rediseñar el sistema presidencial en México. En una primera parte se cuestiona la tesis sobre el agotamiento del presidencialismo mexicano que, a decir de los partidos, se refleja en la dificultad para formar mayorías, en la escasa colaboración entre los poderes y en la ausencia de acuerdos al interior del Congreso. En la segunda parte se analizan las propuestas para corregir estas características del sistema político y se argumenta que ellas guardan poca relación con los objetivos deseados. En la tercera se plantean algunas alternativas de reforma que se consideran más adecuadas para hacer más eficiente el sistema político sin perder la pluralidad lograda. The purpose of this paper is to discuss the institutional reforms that political parties are currently proposing in order to reframe the Mexican presidential system. It argues that most of these proposals bear little or no relation to the stated objective of revamping the political system in order to make it more efficient without sacrificing plurality. It also aims to show that they will not yield the desired effects nor the political consequences they claim: creating majorities, promoting collaboration between the executive and legislative powers and improving the chances of agreement within Congress. The paper also proposes an alternative set of reforms that have a better chance at advancing the expressed purposes but concludes stating that, even if it were desirable, within the presidential form of government there is no institutional framework that can guarantee a majority for the president’s party or the success of his legislative agenda. | |
