| América Latina ha experimentado en su historia independiente periodos importantes de aceleración económica y por un siglo, desde 1870, ha sido la región de mayor crecimiento mundial. ¿Por qué estos éxitos no han permitido salir del atraso? ¿El crecimiento fue insuficiente o fallaron otros factores? Se argumenta aquí que en las experiencias exitosas de salida del atraso convergieron tres tendencias de largo plazo: aceleración sostenida del crecimiento, mayor credibilidad de las instituciones públicas y menor desigualdad social. En las últimas dos décadas de la historia latinoamericana sólo el primer requisito se ha parcialmente cumplido, en los otros dos la marcha ha sido más lenta, si ha habido marcha. Latin America has enjoyed through its independent history important periods of economic acceleration, and between 1870 and 1970 was the region with the greatest growth in the world. Why have these accomplishments not allowed a way out from backwardness? The growth was insufficient or other factors failed? I try to show in this paper that the way out from backwardness is a process of convergence of three long-term trends: accelerated growth, greater credibility of public institutions and less social inequality. In the last decades only the first condition has been (partially) fulfilled, in the other two progress has been slower, if there has been any. | |
