| Durante la mayor parte del siglo veinte, los diversos países de América Latina mantuvieron una fuerte inercia hacia la centralización en la hechura de las políticas gubernamentales. Sin embargo, en el último cuarto del siglo el modelo centralizador comenzó a perder eficacia. Así, se iniciaron esfuerzos multiplicados por la descentralización en el conjunto de la agenda de políticas, por cierto, cada vez más públicas y no sólo gubernamentales. Como consecuencia de ello, la complejidad del quehacer estatal ha crecido enormemente en las últimas dos o tres décadas, generando ahora un reto en materia de coordinación intergubernamental. En este documento se presenta un breve análisis de algunos de los esfuerzos descentralizadores en cuatro países: Argentina, Brasil, Chile y México, en las últimas décadas, haciendo particular énfasis en los retos que actualmente viven en materia de coordinación intergubernamental. Se observa que los gobiernos centrales no han sido capaces de transformar sus capacidades institucionales para desplegar nuevas formas de regulación “suave” y de redes profesionales entre niveles de gobierno para avanzar hacia un modelo de coordinación eficaz. Se mencionan algunos retos para avanzar hacia la conformación de un modelo multinivel de gobierno. Throughout most of the 20th century, government policy in Latin American countries was strongly oriented towards centralization. In the last quarter of the century, however, this model of centralization became increasingly less effective. Thus, public policy agendas, themselves increasingly public rather than simply governmental, began to include a number of decentralization initiatives. As a result of the implementation of these initiatives, there has been an enormous increase in the complexity of government activities at the state level over the last two or three decades. This in turn has generated important challenges in terms of intergovernmental coordination. This document presents a brief analysis of some of the decentralization endeavours undertaken in four countries —Argentina, Brazil, Chile and Mexico— in the last decades with particular emphasis in the current challenges involved in coordinating the actions of their diverse levels of government. I note that the central governments have not managed to establish two elements needed to advance towards an effective model of intergovernmental coordination: the transformation of their institutional capacities to establish new forms of soft regulation, and the creation of professional networks among members of the diverse levels of government. I mention some of the challenges inherent in the move towards the establishment of a multilevel model of government. | |
