| Este trabajo constituye un esfuerzo por entender si la hegemonía estadounidense ha llegado a su fin o si estamos por atestiguar el comienzo de otro siglo americano. Hacia finales de los años sesenta del siglo XX, la economía estadounidense comenzó a ser cada vez menos significativa respecto a las economías más importantes del mundo. A pesar de ello, Estados Unidos ha experimentado una especie de resurgimiento en la década de los noventa. No obstante, un problema persiste: bajos niveles de productividad a largo plazo, consecuencia de que la economía americana ha evolucionado hacia el sector servicios, cuyas tasas de productividad son casi nulas. Si entendemos por decadencia el fin del papel de número uno en todos los sentidos, Estados Unidos está en un proceso tal, pero si definimos decadencia como falta de vitalidad económica y capacidad de ajuste, Estados Unidos no navega todavía en esos mares. Existen tres asuntos pendientes que esperan respuesta en ese país: 1) el ya señalado problema de la productividad; 2) la pobreza (EEUU tiene la peor distribución del ingreso respecto a otros países desarrollados), y 3) Estados Unidos debe asumir que es necesario un reordenamiento del sistema internacional y debe contribuir a la construcción de ese nuevo diseño. The purpose ofthis document is to try to understand whether the United States' hegemony is coming to an end, or if we are about to witness the beginning of another American century. Towards the end ofthe 1960s, the U.S. economy started to be less significant with respect to the most important economies of the world. Nevertheless, the U.S. has experienced a kind of economic resurgence during the 1990s. However, a great problem persists: long-run low productivity levels, which are a consequence of the evolution the U.S. economy towards the services sector, whose productivity rates are almost null. If decadence is understood as not being number one in all senses all over the world, then the U.S. is now engaged in a declining process; however, if by decline we mean a lack of economic vitality and adjustment capability, then the United States is definitely not engaged in such a process. Three important issues remain to be sol ved in that country: 1) the afore-stated productivity problem; 2) poverty (among the most developed nations, the U.S. is the one with the worst income distribution), and 3) the U.S. must acknowledged that a reordering of the world order is now required and they must contribute to the design of this new intemational system. | |
