| Este documento analiza la teoría de la regulación a la luz de nuevos resultados en la literatura institucional y del comportamiento económico, que buscan ampliar la visión de agentes racionalmente egoístas y sus implicaciones en la construcción de instituciones. El argumento aquí es que el estudio de la regulación debe analizar las creencias compartidas de los individuos porque contienen modelos mentales sobre la realidad y sobre el comportamiento de otros que son el elemento clave en la construcción de instituciones y para entender diferentes formas de racionalidad (Grief, 2006). El proceso regulatorio podría fortalecerse si se diera mayor relevancia a la coordinación y organización de los intereses de los regulados, para promover la cooperación y así alinearlos con los intereses públicos. La regulación será siempre insuficiente sin instituciones que generen la cooperación y la confianza de los regulados. This document analyzes the theory of regulation in light of recent findings in the literature of institutions and human behaviour that seek to broaden the vision of agents as self-interested agents and its subsequent implications in the construction of institutions. The argument here is that the study of regulation must analyze the individuals’ shared beliefs because they contain mental models of reality as well as the behavior of others which constitute a key element in the construction of institutions (Greif, 2006). The regulatory process could be strengthen if more importance was given to the coordination and organization of the interests of those regulated and thus promoting cooperation. Regulation will always be inefficient without institutions that generate cooperation and trust of those regulated. | |
