| Este documento de trabajo analiza, con base en los resultados de las encuestas México y el Mundo 2004 y 2006, cuáles eran las preferencias e intereses de los mexicanos en materia internacional durante la administración del presidente Vicente Fox. Presenta un diagnóstico sobre los patrones de preferencias sobre asuntos externos en México en este periodo. Además, argumenta que en años recientes ha habido un aumento en el número de actores nacionales con intereses en asuntos internacionales, los cuales requieren ser efectiva y eficientemente representados por la Secretaría de Relaciones Exteriores. Asimismo, sostiene que la información provista por estas encuestas puede servir para generar, conducir y ejecutar una política exterior única y armónica de México hacia el mundo. Finalmente, se proponen algunas transformaciones institucionales para garantizar la representación y coordinación de los intereses de dichos actores en la agenda internacional mexicana y para generar una política exterior que refleje las preferencias e intereses de la población mexicana. This working paper analyzes, based on the results of the Mexico and the World surveys of 2004 and 2006, which were the preferences and interests of the Mexican population in terms of international affairs during the administration of President Vicente Fox. It presents a diagnosis of the patterns of preferences on international issues in Mexico in that period. It also argues that, in recent years, there has been an increase in the number of national actors with interests in external affairs, and that these must be effectively and efficiently represented by the Ministry of Foreign Affairs. It sustains too, that the information provided by these surveys can be helpful to generate, conduct, and implement a harmonic and unified Mexican foreign policy. Finally, some institutional reforms are suggested in order to promote the representation and coordination of the interests of national actors in the Mexican international agenda, and in order to develop a foreign policy reflects the preferences and interests of the Mexican population. | |
